How to change pic on laptop that appears before windows loads?

The Goa government distributed lenovo windows 10 laptops to students. But before windows loads up a Goa emblem appears on d screen. How to remove or change it? This is not on the login screen. This appears before the windows logo even appears, it lasts for less than a second. Thanks
