Why is my Lenovo Flex 3 laptop with i5 so slowww?

I have a Lenovo flex 3 with an i5 processor and the thing takes 1 hr to download a 200 mb file (20-30 kb/s).

why is it so slow? I thought i5 was supposed to be fast?
