Will this PC play Gmod on a multiplayer server without lag?

I'm planning on getting a new cheap pc so I can play Gmod without all the lag, so I've came across the Lenovo ThinkCentre M53. These are the specs.

-Intel celeron j1800 (2.41ghz)
-4 GB of DDR3
-500 GB HDD
-Intel HD Graphics (Doesn't say which)

So I just want to know if I can play Gmod in a multiplayer server, without horrible lag. And at what settings could I play it at? Thank you:)
